چکیده

An auction is “a market institution with an explicit set of rules determining resource allocation and prices on the basis of bids from the market participants” (McAfee and McMillan, 1987).1 Auctions are among the oldest market institutions; “marriage auctions” for brides were used in Babylon as early as 500 BC. Products commonly bought and sold using auctions include art and jewelry, US Treasury Bills, used cars, the assets of bankrupt companies, and radio spectrum. Auctions are also commonly used in the government procurement of goods and services. Online auctions comprise a significant portion of the rapidly growing electronic commerce marketplace. Auction theory provides an explicit model of price formation. Traditional models of competition that furnish equilibrium prices given demand and supply characteristics, such as Cournot and Bertrand models of competition, do not explain the price-formation process in terms of buyer-seller interactions. In contrast, auction mechanisms explicitly lay out rules that govern the formation of prices. A typical auction consists of a single auctioneer, responsible for selling an object, and a number of bidders who wish to buy the object. The auctioneer may announce a reserve price, that is, the

Practical Receipt-Free Sealed-Bid Auction in the Coercive Environment

Sealed-Bid auction is an efficient and rational method to establish the price in open market. However sealed-bid auctions are subject to bid-rigging attack. Receipt-free mechanisms were proposed to prevent bid-rigging. The prior receipt-free mechanisms are based on two assumptions; firstly, existence of untappable channel between bidders and auction authorities. Secondly, mechanisms assume the ...

Collusion in Repeated Procurement Auction: a Study of a Paving Market in Japan

We examine auction data to determine if bid rigging presents in procurement auctions for paving works in Ibaraki City, Osaka, Japan. We first show that sporadic bidding wars are caused by the participation of potential “outsiders.” Assuming that the ring is all-inclusive if the auction is not the bidding war, we estimate the scheme by which the ring allocates a win to its members. It is found t...

Collusion in Repeated Procurement Auction: a Study of Paving Market in Japan

We present an econometric approach to the problem of detecting bid rigging in procurement auctions using bidding data for paving works in Ibaraki City, Osaka, Japan. We first show that sporadic price wars are caused by the participation of potential “outsiders.” Assuming that the ring is all-inclusive in the absence of these outsiders, we estimate the rule by which the ring selects the winner. ...
